Why doesn't the pop-up list window float with the caret as I type even though the Dock setting is unchecked?

In some rare instances, the Windows application being used with Angeles contains a custom window or control that it is not fully implemented, Angeles will dock the pop-up list window to the lower right-hand corner even though the Dock setting is unchecked.
